Public Access to Open and Green Spaces

1. Purpose

The purpose of this Policy is to affirm the University of Thessaly’s commitment to providing free and open public access to its open and green spaces, including courtyards, parks, gardens, and pedestrian areas. The University recognizes these areas as essential elements of its civic, educational, and environmental mission — spaces that promote wellbeing, community engagement, and sustainability.

2. Scope

This Policy applies to all outdoor areas, open spaces, and landscaped grounds owned, managed, or maintained by the University of Thessaly, including: university gardens and courtyards, recreational and sports grounds, pedestrian walkways and plazas, and publicly accessible natural areas within University campuses. It covers access, use, maintenance, and environmental protection.

3. Legal and Institutional Context

Public access to University green spaces is guaranteed under: Law 4485/2017 (Framework for Higher Education); Law 4067/2012, Article 26 (Accessibility and Universal Design); Law 3852/2010 (Kallikratis Plan) on sustainable local governance; Greek Constitution, Article 24, on environmental protection; EU Green Deal and UN Sustainable Development Goals (SDGs 11 & 15).

4. Policy Statement

  1. The University of Thessaly guarantees free and open public access to all its open and green spaces.
    2. Green spaces shall remain accessible to all individuals during daylight hours throughout the year.
    3. These areas shall be maintained as safe, inclusive, and environmentally sustainable public environments.
    4. The University promotes the recreational and educational use of green spaces for relaxation, study, cultural events, and outdoor learning.
    5. Accessibility and safety shall comply with Article 26 of Law 4067/2012 and Policy #82 (Accessible Facilities).
    6. Environmental management shall prioritize biodiversity, native planting, and ecological maintenance practices.
    7. The University may organize public programs and volunteer initiatives (e.g., tree planting, environmental awareness days) in collaboration with local authorities and NGOs.
    8. Temporary restrictions on public access may occur only for maintenance, safety, or emergency reasons, and must be duly communicated.
    9. Commercial use or private events in green spaces require prior approval by the University Council and must align with the University’s public mission.
    10. The University shall continuously enhance green space quality, promote climate resilience, and encourage sustainable urban integration.

5. Implementation and Responsibilities

– The Rector oversees policy implementation..
– The Security Service ensures public safety and emergency preparedness.

6. Monitoring and Review

An annual environmental audit shall be conducted to assess accessibility, maintenance quality, and ecological performance of public green spaces. This Policy shall be reviewed every three (3) years or earlier if required by legal, environmental, or operational changes.
