Affordable Housing for Students
1. Purpose
The purpose of this Policy is to ensure affordable, safe, and accessible housing for all students of the University of Thessaly, supporting equitable access to higher education and student well-being. The Policy seeks to provide housing solutions that reflect principles of social inclusion, sustainability, and academic success.
2. Scope
This Policy applies to all undergraduate, postgraduate, and doctoral students enrolled at the University of Thessaly. It includes provisions for university-owned student residences, public or private housing partnerships, housing subsidies and allowances, and emergency and short-term accommodation schemes.
3. Legal and Institutional Context
This Policy aligns with: Law 4957/2022 (Higher Education Reform — Student Welfare), Law 4485/2017 (Framework for Higher Education), Ministerial Decision 153/Β’/2023 (Student Housing Allowance Framework), EU Pillar of Social Rights (Principle 19), and UN SDGs 4 and 11.
4. Policy Statement
- The University of Thessaly recognizes student housing as a core component of academic and social welfare.
2. The University shall provide or facilitate access to affordable and quality housing options for all eligible students.
3. Priority shall be given to students from low-income households, students with disabilities or special needs, international and exchange students, and students from remote or island regions.
4. The University shall maintain and expand student dormitories and housing facilities in all campus cities, ensuring safety, accessibility, and environmental sustainability.
5. The University may establish agreements with local municipalities, NGOs, and housing providers to expand available accommodation.
6. Students may apply for financial support or rent allowances, consistent with national and ministerial frameworks.
7. The University shall provide temporary housing to students facing emergencies, displacement, or financial hardship.
8. The University encourages student cooperatives and housing associations to promote collective and sustainable living options.
9. All housing initiatives shall adhere to standards of health, safety, and accessibility for persons with disabilities.
10. Information on housing programs, eligibility, and procedures shall be made publicly available in Greek and English through the University’s Student Services portal.
5. Implementation and Responsibilities
– The Rector oversees policy implementation.
– The Student Welfare Office manages university housing operations and coordination with external partners.
– The Public Relations Office communicates housing opportunities and program updates.
6. Monitoring and Review
Annual reports shall be prepared by the Student Welfare Office, outlining occupancy rates, maintenance, affordability levels, and student satisfaction. This Policy shall be reviewed every three (3) years, or sooner if required by legislative or institutional changes.
