Collaboration with Local Authorities on Planning and Development
1. Purpose
The purpose of this Policy is to formalize and strengthen the University of Thessaly’s cooperation with local and regional authorities in matters of urban planning, infrastructure development, environmental management, and social inclusion. Through such collaboration, the University aims to enhance community well-being, regional competitiveness, and sustainable campus growth.
2. Scope
This Policy applies to all University units, faculties, and administrative departments engaged in infrastructure, planning, environmental, or community projects. It governs relationships with municipalities, regional governments, public agencies, and urban planning authorities in all cities where the University operates (Volos, Larissa, Trikala, Karditsa, and Lamia).
3. Legal and Institutional Context
This Policy is aligned with: Law 4957/2022 (Higher Education Reform and Governance); Law 3852/2010 (Καλλικράτης); Law 4555/2018 (Κλεισθένης I); Law 4936/2022 (National Climate Law); Law 4447/2016 (Spatial Planning and Sustainable Development); EU Urban Agenda (2016); and UN SDGs 11 and 17.
4. Policy Statement
- The University of Thessaly recognizes that cooperation with local authorities is essential for sustainable development, spatial integration, and innovation.
2. The University shall participate in joint planning processes with local authorities concerning land use, mobility, infrastructure, environmental protection, and public space improvement.
3. Collaboration shall extend to green infrastructure, public transport, cultural heritage protection, energy efficiency, and climate adaptation.
4. The University shall contribute scientific expertise, data, and research support to local planning authorities and regional councils.
5. Local authorities may be invited to participate in University advisory boards and consultation mechanisms on campus and community development.
6. Memoranda of Understanding (MoUs) may be established to formalize partnerships and set shared objectives.
7. The University shall seek EU and national funding opportunities for joint projects that advance regional sustainability and innovation.
8. All planning and development projects shall respect the principles of transparency, participation, and environmental protection.
9. The University will support local efforts to implement Sustainable Urban Mobility Plans (SUMP) and Sustainable Energy and Climate Action Plans (SECAP).
10. The outcomes of collaborations shall be publicly reported through the University’s Annual Sustainability and Engagement Report.
5. Implementation and Responsibilities
– The Rector oversees implementation.
– The Technical Services Department manages spatial and infrastructure projects.
– Faculties and Research Centers may propose community-based or municipality-linked projects under this framework.
6. Monitoring and Review
Annual reports on University–local authority collaborations shall be submitted to the Governing Council. This Policy shall be reviewed every three (3) years or earlier if required by legislative or institutional changes.
