Building on Brownfield Sites
1. Purpose
The purpose of this Policy is to establish principles and procedures for developing University of Thessaly facilities on brownfield sites — that is, previously developed, abandoned, or underused land — to promote sustainable urban regeneration, environmental stewardship, and efficient land use.
2. Scope
This Policy applies to all new construction, redevelopment, and expansion projects carried out by the University of Thessaly across its campuses and affiliated properties. It covers university-owned and leased lands and applies to collaborations with municipalities, regional authorities, or private entities.
3. Legal and Institutional Context
This Policy is aligned with: Law 4447/2016 (Spatial Planning and Sustainable Urban Development); Law 4957/2022 (Higher Education Reform and Sustainability); Law 4936/2022 (National Climate Law); Law 4067/2012 (New Building Code); EU Directive 2011/92/EU (Environmental Impact Assessment); EU Soil Strategy for 2030; and UN SDGs 11, 12, and 15.
4. Policy Statement
- The University of Thessaly shall give priority to brownfield sites for new construction, ensuring that the reuse of land minimizes urban sprawl and preserves natural ecosystems.
2. Brownfield redevelopment shall follow environmental remediation standards to ensure safety and sustainability.
3. The University shall collaborate with local and regional authorities to identify suitable brownfield sites for educational, research, and innovation purposes.
4. The selection of brownfield sites shall be based on environmental, social, and logistical criteria, including proximity to transport, accessibility, and community benefit.
5. Before construction, each brownfield project shall undergo a comprehensive environmental assessment, including soil, groundwater, and air quality testing.
6. The University shall ensure the use of environmentally safe remediation technologies in compliance with EU and national standards.
7. Redeveloped brownfield sites shall integrate green spaces, biodiversity restoration, and public access wherever feasible.
8. The University shall maintain a record of brownfield redevelopment projects, documenting environmental and social outcomes.
9. New developments on brownfield land shall comply with the relevant sustainability criteria.
10. The University shall communicate its brownfield initiatives in its Annual Sustainability Report and to relevant public authorities.
5. Implementation and Responsibilities
– The Rector oversees this Policy.
– The Technical Services Directorate manages site evaluation, remediation, and construction processes.
6. Monitoring and Review
All brownfield development projects shall be subject to post-completion evaluation concerning environmental restoration, site safety, and community impact. An annual summary shall be presented to the Governing Council. This Policy shall be reviewed every three (3) years or sooner if required by changes in law or sustainability frameworks.
