Waste Tracking and Measurement

1. Purpose

The purpose of this Policy is to establish a comprehensive system for tracking, measuring, and reporting the amount of waste generated and recycled across all campuses of the University of Thessaly. This Policy ensures accurate data collection to support waste reduction, compliance with environmental regulations, and the achievement of institutional sustainability goals.

2. Scope

This Policy applies to all University premises, including academic and administrative buildings, laboratories, student residences, caterings and cafeterias, sports and cultural facilities, and all construction, renovation, and maintenance sites. It covers all types of waste, including recyclable, non-recyclable, hazardous, organic, and electronic waste.

3. Legal and Institutional Context

This Policy aligns with: Law 4819/2021 (Circular Economy and Waste Management); Law 4042/2012 (Transposition of EU Directive 2008/98/EC); Joint Ministerial Decision Η.Π.13588/725/2006 on waste management measures; EU Waste Framework Directive 2008/98/EC; EU Circular Economy Action Plan (2020); and UN SDGs 11, 12, and 13.

4. Policy Statement

  1. The University of Thessaly commits to accurately tracking all waste generated across its facilities.
    2. Waste quantities shall be measured regularly by type (recyclable, hazardous, organic, etc.) and source (building, department, or activity).
    3. All waste collection and disposal shall be documented through standardized reporting templates.
    4. Separate collection systems shall be established for recyclable, organic, and hazardous waste.
    5. Data on waste generation and recycling rates shall be compiled quarterly and analysed annually.
    6. The University shall set annual reduction and recycling targets, reviewed by the Sustainability Committee.
    7. Contractors responsible for waste management must provide verified weight certificates and disposal records.
    8. The University shall maintain a central digital register for waste tracking and reporting.
    9. Waste data shall be included in the University’s Annual Sustainability Report.
    10. Continuous improvement actions shall be taken to reduce total waste generation and increase recycling performance.

5. Implementation and Responsibilities

– The  Vice Rector of Finance and Administrative Affairsoversees implementation and performance review.
– The Public Relations Office manages the collection and analysis of waste data.
– The Facilities Management Department coordinates waste handling, collection, and disposal.
– Each Department and Unit designates a Waste Coordinator responsible for data reporting.
– Contractors handling waste must comply with reporting obligations defined in their service contracts.

6. Monitoring and Review

Waste tracking results shall be reviewed quarterly by the Environmental Health and Safety Office and annually by the Sustainability Committee. The Policy shall be reviewed every three (3) years or sooner, depending on legislative or institutional changes.
