Smoke and and Vaping-Free Policy

The University of Thessaly (UTh) is committed to ensuring a healthy, safe, and clean environment for all members of its academic community. The UTH aspires to cultivate a culture of health, respect, and environmental responsibility. By implementing a smoke and vaping free policy, the University demonstrates its dedication to protecting public health, improving quality of life, and creating sustainable learning and working environments. In accordance with Law 3730/2008 and the law 4633/2019 and the University’s mission to promote public health and sustainable living, this policy establishes a comprehensive smoke and vape free -free framework across all University facilities, campuses, and activities.

Legal Basis and Alignment

This policy is implemented in compliance with:

Law 3730/2008 and law 4633/2019, which fully prohibits smoking and the consumption of tobacco products in all public and private enclosed or covered spaces used for the provision of work, except for specially designated smoking areas authorized by competent authorities.

Law 4957/2022, which defines the responsibility of Greek Higher Education Institutions to ensure the health, safety, and well-being of their members.

The United Nations Sustainable Development Goals (SDG 3 and SDG 11) promoting health and sustainable environments.

Scope of Application

This policy applies to:

All indoor and covered areas of University buildings, including offices, classrooms, laboratories, libraries, dining areas, meeting rooms, restrooms, auditoriums, and research facilities.

All university vehicles and public transport operated under the University’s jurisdiction.

All outdoor spaces within University campuses, including courtyards, sports facilities, and entrances to buildings.

All members of the University community — students, academic and administrative staff, visitors, contractors, and event participants.

Policy Provisions

Complete Prohibition of Smoking: Smoking, vaping, and the consumption of tobacco or similar products are strictly prohibited in all University facilities and grounds.

Signage and Awareness: All campuses must display clear “Smoke And Vaping- -Free Campus” signage in visible locations. Educational materials on smoking cessation and health risks shall be disseminated regularly.

Designated Smoking Areas: Only in exceptional cases and in compliance with ministerial decisions under Law 3730/2008, designated outdoor smoking areas may be established, provided they are physically separate, ventilated, and away from entrances or public gathering spaces.

Health Promotion and Cessation Support: The University, through the  Center for Student Counselling and Psychological Support (KESYPSYS) and the School of Health Sciences, provides support programmes, counseling, and resources to assist members of the community who wish to quit smoking. As part of the University’s commitment to promoting health and wellbeing, awareness campaigns will be conducted across the University premises to inform and sensitize the academic community regarding the adverse effects of smoking and vaping. Collaboration with student associations will be actively pursued in order to cultivate and promote a smoke-free and vape-free campus culture, fostering an environment that supports the physical and mental health of all members of the University community.

Compliance and Enforcement:

Violations of this policy will result in administrative actions or disciplinary measures in accordance with internal regulations and national law.

Security personnel and designated staff members shall monitor compliance across campuses.

Events and Catering: All University events, conferences, and catering services must comply with this smoke-free policy. Contracts with vendors and service providers shall include non-smoking clauses.

Monitoring and Evaluation: The policy is monitored annually by the Rector and reviewed every three years for updates and improvements.

Through this policy, the University of Thessaly reinforces its role as a health-promoting and environmentally responsible academic institution, ensuring the well-being of its students, staff, and the broader community.
