{"id":637,"date":"2025-11-07T17:08:30","date_gmt":"2025-11-07T15:08:30","guid":{"rendered":"https:\/\/sdg.uth.gr\/?page_id=637"},"modified":"2025-11-09T11:15:16","modified_gmt":"2025-11-09T09:15:16","slug":"1-4-4","status":"publish","type":"page","link":"https:\/\/sdg.uth.gr\/en\/1-4-4\/","title":{"rendered":"1.4.4"},"content":{"rendered":"<h3>Policy on Institutional Engagement in Anti-Poverty Policy and Programmes<\/h3>\n<ol>\n<li>Purpose<\/li>\n<\/ol>\n<p>The University of Thessaly (UTh) recognizes that ending poverty in all its dimensions requires not only service and support at the individual level, but active participation in policy design and implementation at local, regional, national, and international levels. This policy formalizes UTh\u2019s role in co-designing, advocating, and implementing poverty reduction programmes through research, partnerships, and community action.<\/p>\n<p>UTh recognizes that the contributions cannot only be in the economic sector, but also in the health field. One of the programmes Uth is striving to establish,in collaboration with the hospitals in Volos and Larissa (Region of Thessaly), is to provide urgent healthcare services to communities plagued by poverty, such as the Roma community (but not exclusively). This proves the university&#8217;s commitment to reducing poverty through easy access to health services. Moreover, UTh is aiming to become involved in a partnership with the Regional Observatory for Social Inclusion of the Region of Thessaly in drawing up policies to reduce extreme poverty in the region. UTh has the intention to conduct poverty research in the villages of the region, and to publish findings that add to the national and local discourse on poverty reduction.<\/p>\n<p>A key initiative of UTh related to Policy n.20 is the programme (code n. 6465) \u201cSupportive interventions in Roma communities to enhance access and reduce school dropout\u201d (\u201c\u03a5\u03c0\u03bf\u03c3\u03c4\u03b7\u03c1\u03b9\u03ba\u03c4\u03b9\u03ba\u03ad\u03c2 \u03c0\u03b1\u03c1\u03b5\u03bc\u03b2\u03ac\u03c3\u03b5\u03b9\u03c2 \u03c3\u03b5 \u03ba\u03bf\u03b9\u03bd\u03cc\u03c4\u03b7\u03c4\u03b5\u03c2 \u03a1\u039f\u039c\u0391\u2026\u201d), which seeks to strengthen education and inclusion in the communities of the region of Thessaly (for more see: <a href=\"https:\/\/www.eduroma.uth.gr\/ergastirio\/ypostiriktikes-parembaseis-se-koinotites-roma\">https:\/\/www.eduroma.uth.gr\/ergastirio\/ypostiriktikes-parembaseis-se-koinotites-roma<\/a> as well as <a href=\"https:\/\/ee.uth.gr\/el\/content\/ypostiriktikes-paremvaseis-se-koinotites-roma-gia-tin-enishysi-tis-prosvasis-kai-meiosi-tis\">https:\/\/ee.uth.gr\/el\/content\/ypostiriktikes-paremvaseis-se-koinotites-roma-gia-tin-enishysi-tis-prosvasis-kai-meiosi-tis<\/a>).<\/p>\n<p>&nbsp;<\/p>\n<ol start=\"2\">\n<li>Principles<\/li>\n<\/ol>\n<p>Subsidiarity and Local Relevance: Interventions should be responsive to local community needs and designed in partnership with stakeholders.<\/p>\n<p>Evidence-Based Policymaking: University research and data are used to inform policy proposals and programme design.<\/p>\n<p>Coherence &amp; Alignment: UTh\u2019s engagement aligns with national and international frameworks (e.g. Greek social policy, EU cohesion, SDG target frameworks).<\/p>\n<p>Capacity Building: Empower communities and local institutions to sustain poverty reduction initiatives.<\/p>\n<p>Transparency &amp; Accountability: All collaborations, funding, and outcomes are reported openly.<\/p>\n<ol start=\"3\">\n<li>Scope<\/li>\n<\/ol>\n<p>This policy covers all strategic engagements by UTh in poverty-related policy and programme initiatives, including but not limited to:<\/p>\n<p>Coalition and advisory roles in municipal, regional or national poverty policy.<\/p>\n<p>Research projects with policy impact components.<\/p>\n<p>Pilot interventions with policy scaling potential.<\/p>\n<p>Multi-stakeholder partnerships addressing education, employment, social inclusion, housing, health, etc.<\/p>\n<ol start=\"4\">\n<li>Implementation<\/li>\n<\/ol>\n<p>Policy Research &amp; Advocacy: Encourage academic units to generate policy briefs, impact evaluations, and recommendations for poverty-reduction strategies.<\/p>\n<p>Institutional Representation: Nominate UTh experts to serve on local\/regional\/national working groups, task forces, and consultative committees on social policy.<\/p>\n<p>Pilot Projects &amp; Scaling: Use pilot interventions (e.g. through Project 6465\u2019s interventions in Roma communities) as models for scalable policy adoption.<\/p>\n<p>Community Partnerships: Co-develop programmes with local NGOs, municipalities, community groups, with shared decision-making responsibility.<\/p>\n<p>Knowledge Transfer &amp; Capacity Building: Provide training, workshops, and resources to local institutions to adopt best practices in poverty alleviation.<\/p>\n<p>Monitoring &amp; Policy Feedback Loops: Collect data, evaluate outcomes, and feed insights back into policy cycles for continuous improvement.<\/p>\n<ol start=\"5\">\n<li>Responsibilities<\/li>\n<\/ol>\n<p>The Vice-Rector for Economic and Administrative Affairs leads institutional strategy and oversight.<\/p>\n<p>The Center for Social Research &amp; Policy (or equivalent research unit) coordinates policy research and advisory outputs.<\/p>\n<p>All academic departments are encouraged to integrate poverty-related policy components in their research and extension activities.<\/p>\n<p>The Quality Assurance Unit (MODIP) monitors institutional performance metrics in policy engagement and ensures alignment with strategic goals.<\/p>\n<p>The External Relations \/ Government Affairs Office manages liaison with government, agencies, and civil society organizations.<\/p>\n<ol start=\"6\">\n<li>Monitoring &amp; Evaluation<\/li>\n<\/ol>\n<p>Track metrics: number of policy engagements, number of advisory roles, number of pilot programmes, scale-up success, communities reached.<\/p>\n<p>Publish an annual Social Policy Engagement Report summarizing activities, results, lessons, and recommendations.<\/p>\n<p>Use impact assessment frameworks to evaluate the medium- and long-term outcomes of policy interventions.<\/p>\n<ol start=\"7\">\n<li>Review<\/li>\n<\/ol>\n<p>This policy is reviewed every three (3) years or sooner in response to legislative changes or new institutional strategies.<\/p>\n<ol start=\"8\">\n<li>References<\/li>\n<\/ol>\n<p>Project 6465: \u201cSupportive interventions in Roma communities to strengthen access and reduce educational dropout\u201d<\/p>\n<p>ee.uth.gr<\/p>\n<p>Law 4957\/2022 (Higher Education &amp;
