Purpose<\/h3>\n<p>The purpose of this Policy is to guarantee full physical, architectural, and digital accessibility across all University of Thessaly (UTh) campuses, in accordance with Article 26 of Law 4067\/2012 (New Building Code), Law 4488\/2017 (Article 61), and the UN Convention on the Rights of Persons with Disabilities (CRPD). The Policy ensures that all persons \u2014 including students, staff, and visitors with disabilities \u2014 can access, navigate, and use University facilities and services independently, safely, and with dignity.<\/p>\n<h3>2. Scope<\/h3>\n<p>This Policy applies to all University of Thessaly campuses, departments, and facilities \u2014 including teaching spaces, laboratories, offices, libraries, residences, sports complexes, digital platforms, and any new construction, renovation, or leasehold. It extends to the design, construction, maintenance, and management of buildings, equipment, and digital infrastructure.<\/p>\n<h3>3. Definitions<\/h3>\n<p>Accessibility: The condition that allows people with disabilities to approach, enter, move within, and use buildings and services equally with others.<br \/>\nUniversal Design: The design of products and environments to be usable by all people, to the greatest extent possible, without the need for adaptation.<br \/>\nReasonable Accommodation: Necessary and appropriate modifications that ensure equal access and participation, without imposing a disproportionate burden.<\/p>\n<h3>4. Policy Statement<\/h3>\n<ol>\n<li>The University of Thessaly is committed to ensuring that all facilities, infrastructure, and digital services are accessible to all users, without discrimination.<br \/>\n2. All new buildings, major renovations, and facility upgrades shall be designed and executed in compliance with Article 26 of Law 4067\/2012, incorporating universal design principles.<br \/>\n3. Architectural accessibility measures shall include, but not be limited to:<br \/>\n&#8211; Step-free access at all main entrances and exits;<br \/>\n&#8211; Accessible circulation routes, ramps, and elevators compliant with national specifications;<br \/>\n&#8211; Accessible sanitary facilities, classrooms, and laboratories;<br \/>\n&#8211; Reserved parking spaces for persons with disabilities close to entrances;<br \/>\n&#8211; Accessible signage, tactile and Braille indicators, and acoustic guidance systems;<br \/>\n&#8211; Safe and unobstructed pathways connecting buildings and open spaces.<br \/>\n4. Outdoor environments, including walkways, plazas, and sports facilities, shall be designed for inclusive use and safety in accordance with Ministerial Decision \u03a5\u03a0\u0395\u039d\/\u0394\u0395\u03a3\u0395\u0394\u03a0\/65807\/699\/2018 (Accessibility Guidelines).<br \/>\n5. Digital accessibility shall follow WCAG 2.1 Level AA standards, ensuring that University websites, e-learning systems, and administrative portals are accessible to persons with visual, hearing, or cognitive impairments.<br \/>\n6. The University shall provide reasonable accommodations such as adaptive furniture, assistive technology, accessible course materials, and priority housing for students with disabilities.<br \/>\n7. Procurement policies shall require accessibility compliance for all equipment, software, and contracted services.<br \/>\n8. Accessibility Audits shall be conducted annually, and reports shall be submitted to the University Council and the Accessibility Unit (\u00ab\u03a0\u03a1\u039f\u03a3\u0392\u0391\u03a3\u0397\u00bb).<br \/>\n9. Non-compliance shall trigger corrective measures and follow-up inspections within six months of the audit.<\/li>\n<\/ol>\n<h3>5. Implementation and Responsibilities<\/h3>\n<p>&#8211; The Rector of Finance oversees implementation and compliance with Article 26 of Law 4067\/2012.<br \/>\n&#8211; The Accessibility Unit coordinates with the Technical Services Directorate to ensure adherence to national accessibility standards.<br \/>\n&#8211; The University ensures full compliance of digital infrastructure with accessibility guidelines.<br \/>\n&#8211; The University monitors accessibility performance indicators and reports annually to the Governing Council.<\/p>\n<h3>6. Monitoring and Review<\/h3>\n<p>The University shall conduct annual physical and digital accessibility audits. This Policy shall be reviewed every three (3) years or earlier in response to legislative updates, infrastructure developments, or accessibility assessments.<\/p>\n<h3>7.
